Canada continues to be one of the most attractive destinations for international students seeking world-class education and future work opportunities. If you plan to study in Canada and want to work there after graduation, it’s vital to understand the latest updates to the Post-Graduation Work Permit (PGWP) program — especially the changes announced in June 2025.

What’s New with PGWP Eligibility?

Starting November 1, 2024, the Canadian government introduced a significant rule for international students enrolled in non-degree programs (such as diplomas or certificates). To qualify for a PGWP, these students must complete studies in fields directly linked to occupations experiencing long-term labour shortages in Canada. These priority fields align with the Express Entry immigration system’s labour market needs.

On June 25, 2025, the government updated the list of eligible programs to match the current labour market priorities, resulting in:

  • 119 new fields of study added, particularly in sectors like health care, social services, education, and skilled trades.
  • 178 fields removed where labour demand has decreased or shifted.

This means the updated list now includes around 920 eligible programs for PGWP.

Who Does This Affect?

  • International students in non-degree programs applying for a study permit on or after November 1, 2024 must ensure their program is on the updated eligible list.
  • Students who submitted their study permit applications before June 25, 2025, remain eligible for PGWP if their program was on the list at the time of application, even if it was later removed.
  • Students enrolled in degree programs (bachelor’s, master’s, or doctoral degrees) are exempt from this new field of study requirement.

Why Does This Matter?

This update ensures that Canada continues welcoming students in areas where skilled workers are most needed — helping both the country’s economy and your career prospects.

Choosing a program aligned with these in-demand sectors not only makes you eligible for the PGWP but also boosts your chances for permanent residency through Express Entry after graduation.

How Can You Check Your Program’s Eligibility?

  1. Find your program’s CIP code (Classification of Instructional Programs) on your institution’s website or by asking your admissions office.
  2. Consult the updated PGWP eligible list published by the Canadian government.
  3. Plan your studies strategically to align with eligible fields and immigration goals.
